Storylines[]

A corrupt councillor who covered the East Walford ward at Walford Council.

He was responsible for approving planning permission for Cranwell Development to build an incinerator on Dockers Road, as well Walford Sports Centre. These plans were for money laundering purposes between him and George Palmer.

He frequently visited George's private members' club, The Market Cellar, which had an underground poker room for illegal gambling. Clive gets into debt and begins to have money trouble, asking to borrow money from George.

Journalists at the Walford Gazette, Polly Becker and Tony Hills, start investigating corruption between George Palmer and Walford Council.

Although married, Clive was cheating on his wife and had an affair with a young man named Jamie. Polly and Tony discover the affair and obtain a photo of the couple. Tony decides to rip the photo up and not go ahead with the story. However, the affair is eventually uncovered to the press by Dixon's scorned wife when George Palmer leaks the photos to her.
