Buster was Shirley’s first love as they grew up together in Canning Town. He’s forever looking for a way to make a quick buck - anything to avoid an honest, straight life. This has resulted in a fair few scrapes with the law and he’s been in and of prison for petty crimes all his life.
Shirley and Buster have always had a passionate and tumultuous relationship. Their shared history means that Buster always has a hold over Shirley. And he knows it… But will he ever manage to change his scoundrel ways and finally settle down with Shirley?

When Buster and Shirley Carter were first dating they tried to keep it a secret. They thought they were doing a good job but Shirley's father Stan Carter knew. Buster went to see Shirley one night at her home, he threw some stones up at her window. When it opened Stan popped his head out. Then he threw out a bucket of fish guts and it landed all over Buster. Buster didn't give up after that as he was in love with Shirley.
Mick and Dean go to Ramsgate to track down Shirley after the shooting of Phil Mitchell. They find Shirley in a caravan and they try to persuade her to come back to Walford and they inform Shirley that Stan is dying.
Shirley says that she'll be better off on her own and she won't let anyone down and Mick says Dean was right about her and she only cares for herself. Buster emerges after Mick and Dean leave and he asks Shirley who they were and Shirley says they were just old friends who won't be coming back. The following day, they fasten the caravan to the back of Mick's car and believe they have Shirley inside. Outside The Vic, they open the caravan and Buster punches Dean in the face. Buster was then arrested after Mick dobbed him in. Buster was a wanted man.
In April 2015, he returned with Dean Wicks. Buster has planned for Him, Dean and Shirley to moved to Greece and has bought ferry tickets but was delayed by Stan Carter nearing the end of his life. Buster did not want Dean to go and see Stan as there was a chance that Dean could be caught by the Police.
Dean decided he had to go and say good bye, Shirley called the Police and told them he was at the hospital so he would have to go to court and clear his name. Dean was arrest and Buster thought it was Mick Carter that called the Police but later realised it was Shirley. He was angry with her for doing it but forgave her. He is currently living in 18-20 Albert Square with Shirley.
When Stan passed away, Buster paid for the Funeral as he had some money put away.
In 2016 Buster cheated on Shirley with Kathy Sullivan and wanted her to leave Walford with him but she decided to stay. Buster decided it was time to leave Walford and drove off in his van by himself.
